can I tag users in easy discuss so that they can be notified for particular discussion?

You should be able to mention users in EasyDiscuss forms(http://take.ms/JMTi8).

If you want to notify the user by email that they are being mentioned, make sure this notification setting is enabled(http://take.ms/PGdIj).
