When trying to process a subscription with the PayPal Pro app, I get the following error:

DPRP is disabled for this merchant (11586)

All google search results suggest this is because "The Direct Payment Recurring Payments product isn't enabled on your account"

Is that fixed on PayPlans somewhere - or is this done with PayPal?

Is PayFlow a better app for subscriptions because we would like to allow subscribers to cancel their recurring payments if required.

This setting is related to your paypal account. You need to check this issue with paypal team, to enable recurring payment option on your site.

Is PayFlow a better app for subscriptions because we would like to allow subscribers to cancel their recurring payments if required. Yes, you can use payflow app also. In this you can also allow user to cancel their ongoing recurring payments.
You need to set Allow Recurring Cancellation To Yes, so cancel option will be shown on frontend payplans dashbaord with subscription.
