Double Load on Login Box

Hello SI Team

One of your team members kindly provided me with a couple of lines of code (custom.css file) that fix the formatting on the login box.

There is however one minor problem that I am seeing. I think some how the box is loading twice. Is there a way to fix this? Please see the screen shots.
