If the users has access to write new blog post, they will automatically appear under the Bloggers area. If you do not want them to appear under the Bloggers area, you will need to revoke the write access to these users / user groups.

I do not want to revoke their ability to write, I just do not want all bloggers (even those who have not blogged) to show up in the Bloggers Layout. They did not show in this layout until I toggled the "Display non-blogger profile". Once I toggled this, everybody shows. I have changed it back, but everybody still shows. Before I fiddled with this switch the only bloggers who showed in the Bloggers Layout where bloggers who had blogged. I still think that there is a problem.

I am sorry but can you check this settings for me? Only show blogger with post = Yes. I believe you accidentally turn this setting No. To check this: Joomla > Components > EasyBlog > Settings > Workflow > General > Only show blogger with post = Yes . If this is not the issue, perhaps you can provide us with backend access and ftp access so that we can further check and helped you fix this issue.
