I have no idea how you disabled them. I was only able to edit them individually and turn off the ability to use them. It required turning off story/stream stuff too.

When I tried to disable (not uninstall) they stayed check marked green for active.

Try opening each one and changing settings on them. I attached screenshots. The editing_polls_apps shows where I had to edit them.

Also make sure you clear your cache to see the changes & good luck.

Once the polls app is unpublished for the respective groups, they would not appear on the story. I guess we need a global settings to turn off polls altogether.

We will add a global option for polls in the next release.
