Disable Tag Creation

I know I have done this before, but I can't seem to figure out how to do it again.

I don't want users to be able to create new tags, just use the ones in the system already.

You can disable the Tag Creation by Backend > Easyblog > ACL > (Choose user group) > Create Tag. Screenshot: http://screencast.com/t/H8x5X8g0S .
