Sorry for confusing, you can restrict some of the user group do not have permission to publish the blog post unless the admin do approve it.

You can configure from your backend > Easyblog > ACL >select which user group you wouldn't like them to publish their blog post > publish entry - NO

Once the user submit their blog post, then this blog post will under moderation view. Hope this help.
