how to configure the system to display the comments to the public, but not allow comments without registration. I tried to change ACL but but nothing changed.

You need to turn on 'Read comment' option for Guest so that the guest will be able to read the comment. You have already turn it on but still unable to see the comment, you can provide us your backend and FTP so we can have a better look there. Please advise.
