The settings only take effect for logged in users. For guest, the dashboard will always have to at least show a possible stream filter, in this case, only "everyone" applies to guest.

How can i disable this potion for all.

on this page is just enough to show loin and registration.

For now it is not possible. You will need to hack the template file at /components/com_easysocial/themes/wireframe/dashboard/default.guests.php and remove everything after line 18.

Or, an alternative solution is to enable "lockdown" mode and enable registration in lockdown mode. You can find these settings in backend -> EasySocial -> Settings -> General.
