Disable "Enable Privacy" option disables "black list" (banned users)

Hello.
1) Navigate to backend.
2) General settings > Enable Privacy (Turn OFF). Because we don't need to publish posts "for friends" / for me / for members.
3) in frontend navigate to "Edit my profile"
Result: "Black list (banned users) are disappeared. If some users added before another user to black list, he can't even more return user to white list.

Expected result: "Enable Privacy" should not disable "black list".

May I know where do you mean "Black list (banned users)" on the edit profile page because I don't see it any of it on it?

Hi. Sorry. More correct info:
1) when Enable Privacy is turned ON
2) navigate to Edit Your Profile
3) Other Links > Manage Privacy (it is visible)
4) and I can see Manage Blocked Users

But if Enable Privacy is turned OFF, I can't see Manage Privacy and as result can't see and Manage Blocked Users

Users still can block another users but can’t manage it.
