Is there a setting I am missing that would allow me to choose the default privacy of each field as a whole or at the user profile level?

On the user level, you can edit the default privacy in the user's profile type as shown in my screen shot here, https://take.ms/ilufA

On the global level, you can edit the default privacy under the privacy section, https://take.ms/eiLsb

For the fields, you can do it on the global level. You just need to filter by "Field", https://take.ms/TZk2z

Looks like we need to write the privacy for the custom fields we built as I can't find them. If you can send me the old dev documentation for custom privacy that would be appreciated. That way we have a starting point.

I would suggest that you refer to the existing privacy for fields that we have created. It's better that way.
