Dashboard behaviour > Default item not working

I have Dashboard behaviour > Default item set to Everyone and have had it this way always, but it doesn't appear to be working anymore. I'm not sure if it happened when I updated to 1.2.14 or more recently, since I only just noticed it.

We have set the dashboard behavior in your menu item called community shown here in this screenshot http://screencast.com/t/1UgD2zNIi . The result is when we logged in to your site and access community, the dashboard default item is set to everyone shown here in this screenshot http://screencast.com/t/SeU96M9YB .

Sorry I wasn't clear in my original post.

I have in settings:
Dashboard behaviour > Default item set to Everyone

But upon opening the Dashboard, it is always set to Me & Friends instead of Everyone.
It was always working until I updated recently.

Ah so it was the menu item setting. Strange because I have always had it set to Everyone - no idea how that changed to Me & Friends.
