I have such issue: I use custom fields. I reordered them to be logical order, but this order is used only after publishing, after clicking "Submit your post". But while writing your post, while submiting post (custom fields) - order is completely non logical and I do not understand how it is ordered (not by ID, not by alphabeth, not by that order that is displayed after submitting).
