Can you explain more about your question as I m not really sure what are you trying to bring up?

If I understand your question correctly, do u mean that u want to set the right whether registered users can create tags or not in ACL?

If yes you can configure the setting at Backend > EasyBlog > Setting > ACL > Registered > Managing > Create Tags.
