It is possible to permit only to administrators create and edit templates in the composer.?

Unfortunately it is not possible to achieve this via quick settings. However you can try to download my attachment below and place it inside your
/components/com_easyblog/themes/wireframe/composer/revisions/ folder and see how it goes.
