Is it possible when you compose a post to force a user to use tags that have been previously saved?
In other words, if the user has not chosen a tag, the message will not be posted.

Currently, there is no setting to do that. Perhaps it would be best if you can submit a feature request regarding this issues by creating a new ticket on the forums and set it to "Feature Request" here. We will prioritize this feature during the development process for the next major version of EasyDiscuss if there are more people request on this.

I see that tags are available in editor as a drop-down menu, is it possible to display them as icons? (as is possible in “Forums view -> Display Tags In Forums Layout" option)

Do you mean that you want the tags shown as icons only without text? If yes, it is impossible to do that at this point of time.
