Can you tell me which picture are you referring?

Because I noticed the picture that you attached is same with the current background image.

Perhaps you can attach again which image you would like to upload so we can able to test further on this.

2) hover over "Dog Owners" and click on "National Dog Directory"
3) Click on "Login to the National Dog Directory"

Based on your second screenshot, I suspect your browser still cached the old data. Can you try to clear your browser cache and refresh the page and see whether the picture is loaded correctly?

If it still not load correctly the image, can you try to use other browser that has never access to your site before and have a look?
