Do you mean you would like to change the ordering of payment method and set a default payment gateway from the selection field?

If yes, currently we don't have this such of functionality yet.

By default, payment methods are displayed according to the creation date. In other word, if you created PayPal payment gateway app first, then it will displayed on the top of the list under that selection field.

By the way, I'll log this into our issue tracker and see if we can include this feature which allow admin to set the ordering in upcoming release.
