Hm, not really sure if I understand you here. What do you mean by change the e-mail recipient? The e-mail recipients are dependent on the list of people who participated on the comments thread.

When a comment need moderation it sends an email to a user.
I want to change the user / email that recieves that email.

Is the comment posted by a guest or a registered user? If it is a guest, you need to edit the comment and modify the e-mail address. If it is a registered user on the site, you need to edit the user account in Joomla and modify his / her e-mail address.

That is not what i want to do.

When a comment is posted by a guest it requires moderation by our Admins.

Te system sends out an email to the admin that there is a comment to moderate.
I want to change the email adres the system sends the admin email to.

Ah! Sorry I misunderstood :| Komento by default only send to the users in the Super User group as shown here, http://take.ms/86Pr1 . To select more groups, you may go to Settings > Notifications > General and scroll down to the section that says "New pending".
