Is possible to change the profile picture of the users in the backend for the administrator?

Because it seems that I can change only my personal picture

You can edit the user from the back end and under it's profile fields, upload a cover for the user

Good morning,

I copied the Intranet production server in the Intranet test server for reproduce the problem. When you want you can connect to the server with TeamViewer.

P.S. I need to know how to resolve the problem, because after the problem is solved I need to do all procedure in the production server.
