Is it possible that Google Adsense functional remodel so that authors can place normal 468x60 banner? And is it possible to create two user groups for this function? First User group should not have permission to place a banner and second User group to have this permission. How could I implement this?

And if this all is not possible, then I can generally place a banner code in the blog post? in which file I would have to place the banner code?
