We do not restrict installations. If you are installing it on your localhost, you can always download the full package and install it instead of using the launcher package.

As for assisting you with your local setup, to be honest we do try our best to help based on the description that you provide us but it really depends if these are known issues because we do not have access to the site, we can't really see the problems.
