I've attempted to turn on both Captcha and reCaptcha backend, but neither are appearing in the User Registration form. Luckily the site is only a testbed and nobody has raised this point yet.
The Captcha an Recaptcha is only applied for posting a question which is used to prevent spam. As for user registration, it is under Joomla control. Hope this helps clarify the situation.
