Can you check the individual blog post's composer and see if the comments are enabled(http://take.ms/fOWoY)?
I checked several of them and it seems they were not enabled. If it's not enabled, you should enable it to see the comment form.
If you are still having issues after this, let us know which post is having this issue and we'll look into it.
