If yes, you can enable it in the setting:
ACL>select joomla group(registered)>Enable Moderate All Entries In Dashboard : http://take.ms/z5KES

The ability to assign users to be an author is currently working. Unfortunately, there is one specific user that should appear under the author type who does not appear. This user is in the same profile type as all the others.

Seems like a number of the newer users can't be added as author. Users who signed up a long time ago can be added though.
