We can allow comments globally, but can't turn them on or off for individual posts. The settings to do that are not there when you create or edit a post.

The individual post option appears to exist, we just can't see or edit it. If we make the default "on", then new posts allow comments. If we make the default "off", then new posts don't allow comments. But we can't change it for a post after the post already exists.

The reason that you are unable to modify the comment settings is actually because the option to allow authors to change it has been disabled as you can see here, http://take.ms/Qs82m . I have enabled this option and when you edit a post, you will now be able to change the comment settings for individual blog posts.
