Can't enable File Attachment in stream

I've already enable apps -> user - files
sate: yes
default app: yes
allow file upload: yes
stream filter: no

I can't seem to see it when I add a stream (dev works fine, just the prod have problems). Share files is missing
You need to run the "Discover" under the "Access" area first I have ran the discover function for the site and it'll show up under the Access now

I also tried importing settings, to no avail, can't seem to enable it.

Hello Ken,

You need to check if the user has permissions to upload files. The permissions can be found in the profile types.

I checked it. No field to set the file uploads (except for photos).
