Hello.
1) Admin enabled uploading for users.
2) User uploaded video.
3) Admin disabled uploading for all users.
3) Admin try to edit his video to change title and description
Result 1: There is no option to chose sourse ("link" of "video-file"). So it possible to change.
Result 2: It's not possibe to Save video after editing. Page just refreshed.

I had to enable Video Uploading in Main ES settiongs. Only after it durung editing video Admin can see Video type (Linked or File), change it and save video with new description.
