Hello.
1. I disabled "Terms & Condition" in backend (look at the picture).
2. Set frontpage language: English.
Result: When I post comment for reply, I can't see checkbox about "read Terms & Condition". Thats OK.

3. When I set frontpage language: Russian.
Result: I always see checkbox about "read Terms & Condition".

I checked INI language files (eng and rus) both's strings looks the same.
