I just installed the registration form. This is a closed site open to registered users only. Is there a way that I can have a person fill out the registration form, but not allow immediate access?

Is there a different option other than "registration" that would work like this? user reaches web page >> fills out a request form of some type >> administrator notified of request >> administrator approval. Administrator would then email the user, provide temp password, and user logs in.

EasyDiscuss does not have it's own registration system. It relies on the registration structure of other components like Joomla or EasySocial and also sync the users with those components at the same time.
If you do not have EasySocial, it is possible to enable admin approval for Joomla's new user registration as well.
Head to Joomla's users page from the top left of the backend. Once in the user's page, click on the 'Options' button on the top right.
After that in the Users(http://take.ms/5lWDH): Options page, enable this setting: New User Account Activation>Administrator
