I investigated this is not your problem...

I have cleared cache and am still not able to add a new user in 3.3.0. I can enter the user info. But, neither the save nor the save/close buttons work. The cancel button works. I am not seeing any error reporting in the logs.

Did you try cleanup all your browser cache and Joomla cache again and see how it goes? And try in different pc.
Because some of the user response in that discussion topic when they clear the cache then it solved.

I think you have to consult this issues in Joomla developer and see how it goes if you clear everything cache, because we can't reproduce on this issues at here.
