Actually, those themes was applied for only for comment preview and not comment composer. I have provide you some screenshot below and see how it goes

And dark theme changed, but only it background as it suit it name. and we decided that other theme is not changed to other color as it not suit if the rest of the layout. Maybe you can edit each template based on your requirement as shown http://screencast.com/t/XRA67q5Q. Please advice

Ahh OK I understand now.
One more question is there any where, where I can apply custom theme over writes for the "comment composer"
eg if I wanted to change the color of the "Submit Comment" or "Login" button.

You can use "edit template" at your specific theme but, i would suggest you to "inspect element" first then edit it on your "edit template" as shown http://screencast.com/t/ijaji4SI and http://screencast.com/t/YpLP102a8g.
