A bug is when the system allows you to change the category but is unable to do so. That is the difference.

can not change group category type front end or backend for groups

It is possible to change a group category from the backend only...
Go to Groups listing and in the dropdown top menu Other Actions > Switch Category
But this is in ES 3.2, not tested in the Beta 4

So you are stucked once a group is created for a category and you can n o t change it in frontend as user or admin in the backend!

Changing a category for groups, pages and events is already possible since version 3.x from the back-end but not the front-end. If changing a category is not working for you from the back-end, please raise a new issue
