Yes, exactly. It just doesn't work with Blogger subscriptions.

Can you double check is the user is listed in the blogger subscription? and perhaps the email was send to spambox instead?

It looks like the blog articles published via RSS import do not appear in the mail subscription.

I've tried to replicate this issue locally, seems like there is a bug regarding this.
I've logged this issue in our issue tracker and our developers will take an action for this.
