Is it possible to configure a blog post so that the title is not linked?

Specifically I have a blog published on the front page, and I do not want users to be able to click on the title. I want the information in that blog to be embedded on the front page, and not accessible as a separate blog entry.

I am sorry but unfortunately that wouldn't be possible currently I am afraid you might need to add your own custom hacks on the theme file to be able to achieve this.

OK. Is there a way that the title can link to a menu option, or would this also be a hack?

This would also need a hack unless you create a menu item to a single blog entry layout
