Unfortunately, it is not possible to change the default font attributes in the composer. So you would have to do this manually in each post and block.
You can use custom css to define a fixed attribute for fonts, but then if you do this you cannot select different values for different fonts, and it will render the font-resizer useless since you have fixed the size.
It seems that if the article has a quote block or photos the frontend text resizer doesn't work.
I am able to replicate this issue locally. Thanks for reporting. I will make a report on our tracker so that the developers can take a look at this and see what can be done.
Also i tried to change the color of the text in one of the quote blocks and the composer confirms that i changed it but no changes are made on the frontend.
I have tested this in your post and it seems to be working fine. You can check the first featured post on your site and see that the last quote has the color applied. I believe the reason you could not get it to work is that you have to highlight the text that you want to modify first, then only select the color.
If you just click on the block but did not highlight the text, then you are not considered editing the font style for the text.
