1 - How can I adjust the vertical space between Blocks?

Unfortunately right now it's not possible to add vertical spacing in between blocks but perhaps we could add a "spacer" block in the future as it would seem pretty handy.

2 - Is there possible to edit the MARGIN and PADDING of Blocks?

This is not possible currently.

3 - How Can I set a block width to % and others beside to variable? (see the attached image).

Unfortunately this can't be done right now. In nested blocks, you are only able to set the width for those nested items. The main block would be a variable.

4 - Is there possible to configure different fill to a specific cell in a table block?

Hm, not really sure what you mean here?

Also I am getting difficult to do a simply Drag and Drop of Blocks when I have a big article, because I cant Scroll down the screen to see the new dropzone I want put a Block, So Is there a way to reorder blocks instead of the Drag and Drop Feature in the content window?

You can click on the block without having to hold the click in order to drag a block. With that you can click on the scroll sidebar or using your mousewheel to scroll down to the bottom of the composer page. Refer my video link here for better look, http://screencast.com/t/tRvMjoY7RS
