Unfortunately we do not have this setting in current system

But you can try download my attachment file and replace in
-> JoomlaFolder\administrator\components\com_easyblog\tables\blog.php (remember backup your original file 1st)

Then go to this file JoomalFolder\language\en-GB\en-GB.com_easyblog.ini

// add this

COM_EASYBLOG_TITLE_LESS_THAN_MIN_LENGTH="The blog title shouldn't over maximum of %1s characters."

And see how it goes.
