I have enabled user activation for account registration type under profile settings. Even on this setting where user activates with their activation code, admin still receives the email with Approve or Reject options. For user activated accounts, there is no need for admins to manually approve or reject and just a simple new user notification email should do. But Why are admins sent this approval email in this case? Is this how it's supposed to work?

Admin will receive an email is only a possible option for admin to interfere, and to manually approve or reject under the case that the user didn't activate him/herself.
