The published filter has no selected value as expected. Click an app. Hit the cancel button. You will notice the filters at the top inherit the app state you were just looking at. For example if I edit "Locations" which is published and hit cancel, the list will now filter for all enabled apps. The same issue exists for non published apps.
Basically the filter state (at the top search) should not be inheriting the state of the app you just viewed and canceled from. Saving & close doesn't seem to have this issue.
