Hello,
I'm looking for where to set the "ads" in the news feed so that all members can place ads.
Currently, only administrators have the right to create ads.

Where can I set this up?

Those user have to install the Google ads app from their application page, you can refer on my attached screenshot below.

And those ads only appear on their user profile page.
