Allow users to Create New Filter

Hello. How can I allow regular users to "Create New Filter" (display this button for users to allow search over users)? At the moment I can see this button only if login as SuperUser and can't see as "demo". Thanks.
Try download my attached file and replace into this and see how it goes.
