Alerts: Can't change published state

Hello,

I'm trying to publish Alert / User Joins Group / all states published.

However, nothing changes when I click to publish the setting for default email state.

Screen shot attached.
That was strange, it seems like it work fine for me, can you check again is it now set to default email now?
