Album page: Guest see Gear icon that do nothing

Hello.
Steps to reproduse:
1) turn off "download photo" option
2) visit album page as guest
3) hover mouse on photo thumb
4) press on Gear icon
Result: Dropdown menu is empty. Screen attached.

Expected result: Guest should not see gear icon if there is nothing inside.

Thanks, this only happens when you disable "Allow downloading photo" and "Allow viewing original" option in the settings which is very unlikely to happen.

Either way, I have logged this issue in our issue tracker and we'll look into this.
