Is it you mean that you set this "Your website's language" to Russian from your Paypal merchant account right? (screenshot: https://monosnap.com/file/CXc1fvpcemGonGC6sFFrfVmnWUp5pr )

If so, you need to set this "Website Language Encoding" setting to Russian as well from your backend > Payplans > Payment Methods > Paypal. (screenshot: https://monosnap.com/file/ZxGE3OjxrvndRXM0JwKqMzdpw7tvow )

Then ask your site user to try subscribing to the same plan again and see if the issue still persists?

By the way, you can test to subscribe to this test plan (https://freud.online/plans/plan.subscribe/23?tmpl=component) as well and see if both different plans can work correctly or not.

Anyway, may I know what language encoding you set from your Paypal merchant account?

1. Go to https://www.paypal.com/cgi-bin/customerprofileweb?cmd=_profile-language-encoding
2. Login using the Admin Paypal Account

In the meanwhile, can you update your Paypal merchant account login access so we can investigate this issue?

Regarding this payment issue, we found out that the IPN data contains a wrong variable value, you can check my attached screenshot below.

So we suspect that it might be related to the FastCGI (mod_fcgid), when the IPN data reach the site then some of the variables get modified (encoded) so causing this verification checking from the Paypal side.

Can you consult with your Webhosting provider on how to disable this temporarily so we can isolate this issue if this is not related to FastCGI?

In the meanwhile, can you subscribe to this test plan again?

I noticed that your test payment seems to work fine now, may I know do you have changed any configuration on your server or on your site before you test?

Because we are wondering that what thing caused this issue.
