After rejecting first time Account "Verification", I couldn't find Resubmit Verify Button.
I think this feature available in 2.1.3.

See the screen shot.
Did you reject the user on 2.1.2 or 2.1.3? We fixed this bug in 2.1.3. I have deleted that record from the database and the user should be able to request again.
