Payment gateway created for payplans will work for payplans only, it will not work for other extensions.
Correct me if i misunderstood your requirement.

I meant to devolop local payment gateway ( with your help ) that feet with your extension ...
Our customers don't work with papal ...

Only payplans uses payment gateways, no other extension is using payment method.
If you want us to create payment gateway which you need from us then request for a quote from us at https://crm.stackideas.com and select "Customizations" . Our sales person would be glad to send you a quote for the customizations.
