Add a customer feed item

I would like to know if there is a way to add a default item to the feed.

There's already Everyone, friends, etc. Could you add a #PSA or something similar that is default for every user?

If this is possible, is there a way to make only a certain user group be able to post these hashtags?

Unfortunately that was not possible at this point of time
