Seems like it is because you have set your registered users as moderator as you can see here http://take.ms/0jHCx. As moderator, you can do whatever you want currently. it will ignore those ACL set for your users.

I have deselect them and it should not shown now. Please give it a check and see how it goes.

Can you provide us which users are you using currently? As i tested them using 'registered group' only, it does not shown those select as answer currently. Maybe you can check them first and see how it goes.

Yes, you do have those ability if you are given that specialty. It is based on your credibility and other factor to make sure that those question are answered correctly or not. That why you are given those specialty as for example, you are asking a question, and you tested those question, it is working, you can set them as resolved/correct.
