6. Ignored AСL for events (Polls), In the settings it is specified that only the author of the event and the administrator should create new polls in the events. But in fact any user who participates (or can be involved) in the event can create a new poll for the event

http://take.ms/ruxo1 Actually this ACL setting only determines who can edit a stream item that has already been posted. It will not control who is able to create new post.
